The cars we tested with cut outs were tested a long time ago, the cars had 2.5" pipe going to the cut outs, so the fact it already had 2.5" pipe before it was the restriction.
The test showed going open after netted no gains. The test could not show if larger pipe before the cut outs would offer gains ;-)
The test only showed that the cat back was not a restriction from that point.
